Summary

The Regional HIV/TB Clinical Coordinator provides technical leadership and coordination for the implementation, quality improvement, and scale-up of comprehensive HIV and TB services under the EpiC project in Tanzania. The position provides strategic and technical guidance to strengthen the quality, coverage, integration, and effectiveness of HIV/TB services across supported Police and Prisons (PnP) and public health facilities in the assigned region.

The incumbent provides clinical mentorship and capacity strengthening supports resolution of clinical and programmatic challenges and promotes evidence- and data-driven improvements in service delivery and patient outcomes across the HIV/TB continuum of care, including integrated HIV, TB and NCD services.

The incumbent leads and supports performance monitoring and continuous quality improvement using program data supportive supervision, clinical audits, mentorship, technical review meetings, to identify service delivery gaps, guides corrective actions, documents best practices, and contributes to regional planning and performance evaluation to achieve program targets and improve service quality and health outcomes. The position works closely with regional and district health authorities, facility teams, PnP counterparts and other stakeholders to strengthen coordination, implementation and self-reliance of HIV/TB services.

Requirements

• Oversee the overall technical implementation and quality of services through the HTS & Prevention, Care and Treatment, AHD, PMTCT/EID, TB services, NCDs services integration, Cervical Cancer screening, including integrated QI initiatives at the supported sites in the Region.
• Ensure all components of the project are implemented in accordance with project
• objectives and expected outcomes.
• Lead, supervise, and coordinate regional technical activities, ensuring the effective implementation of all technical program areas across all levels of service delivery.
• Provide technical leadership to the supported program in the respective region, working in close collaboration with the central technical team to ensure quality, consistency, and achievement of program objectives.
• Monitor program performance against targets and identify service delivery gaps.
• Provide timely technical support to address emerging clinical and programmatic challenges.
• Ensure technical teams in the region and districts support program implementation by building capacity for R/CHMTs in program management and various technical domains for program sustainability.
• Works closely with the regional team and Central Technical Team in programmatic
• aspects of TB/HIV/AIDS implementation programs.
• Participate in strategic planning sessions with region and district technical teams for implementation, monitoring, evaluation, capacity building and timely reporting program activities with councils.

• Provide direct technical support to healthcare facilities through
• site start-up activities, staff training in HIV/AIDS management, clinical mentorship and CME, patient flow optimization, adherence improvement initiatives, and data-driven program implementation and performance improvement.
• Ensure and maintain good working relationships and communication with CHMT, the health facility in charge and other health facilities staff in the district.
• Ensure that clinical care activities at all service delivery points at supported sites in the district conform to the National guidelines and SOPs.
• In collaboration with the Council, Regional and Central Technical team coordinate
• HIV/AIDS-related training, CME, and mentorship sessions for health workers to strengthen service delivery across the HIV continuum of care.
• In collaboration with the regional team, coordinate quarterly joint R/CHMT supportive
• supervision to be held in the district.
• Provide technical assistance, facilitate, and monitor the development and implementation of TB-HIV integration activities at the district and site levels.
• Collaborate with the district monitoring and evaluation team to monitor and evaluate the effectiveness of program interventions.
• Coordinate development and presentation of best practices during planned
• meetings and wherever relevant.
• Applied Knowledge & Skills:
• Expertise and strong knowledge of HIV/TB prevention, testing, care and treatment services.
• Strong knowledge of Tanzania MOH, USG policies, guidelines, reporting requirements, and quality standards related to TB and TB/HIV programs.
• Ability to analyze and use program data for performance monitoring, data quality improvement, analysis, and evidence-based decision-making
• Demonstrated skills in clinical mentorship, coaching, supportive supervision, and capacity building.
• Strong leadership, team management, collaboration, and stakeholder engagement skills.
• Demonstrated knowledge of quality assurance and continuous quality improvement principles in healthcare service delivery.
• Excellent verbal, written and interpersonal communication skills, with the ability to clearly communicate technical information to government counterparts, donors, stakeholders, and project teams.
• Demonstrates cultural sensitivity and diversity as well as understanding of the political, contextual, and ethical issues in assigned work.
• Strong organizational and analytical skills with ability to interpret data, identify issues, and recommendations for improvement.
• Collaborative with influencing skills and ability to work effectively across multidisciplinary teams and build productive relationships with stakeholders.
• Demonstrated proficiency in Microsoft Office Suite (Word, Excel, PowerPoint and Outlook).

Education

• Degree in Medicine or related field with relevant national registration.
• Master’s degree in public health (MPH) or international equivalent is an added advantage.

Experience

• in HIV/TB clinical services, preferably within public health or donor-funded programs.
• Proven
