Job Purpose

The Government of Tanzania is implementing the National Plan of Action to End Violence Against Women and Children (NPA-VAWC II) which incorporates the evidence-based frameworks of INSPIRE (for Violence Against Children) and RESPECT Women (for Violence Against Women). The plan aligns with the Tanzania Development Vision 2050 (Dira 2050), particularly reinforcing its core pillars of Human Development and Good Governance contributing to attainment of its national objective to shrink the gender gap by 85% and build an inclusive society that can sustain high economic growth.

The Development Partners Group-Gender Equality (DPG-GE) under the NPA-VAWC subgroup is stepping up efforts to strengthen coordination of NPA-VAWC II implementation and there has been a notable increase in technical and financial assistance to the NPA-VAWC II implementation from various Development Partners (DPs) both national and sub-national levels.

However, currently, there is no consolidated and sufficiently detailed overview of partner interventions, creating a risk of duplication, concentration of support in particular thematic or geographic areas, and limited visibility of underserved priorities and locations.

To address this gap, the DPG-GE NPA-VAWC II subgroup, with assistance from an Irish-funded joint initiative, intends to carry out an in-depth mapping exercise of these efforts to identify "who is doing what, where, and how" to support implementation of the NPA-VAWC II across its eight thematic areas to strengthen coordination, identify thematic, geographic and financing gaps and overlaps, and inform future programming, partnership, resource mobilization and resource allocation decisions .

Objectives of the Consultancy:

The primary objective is to strengthen coordination, identify thematic, geographic and financing gaps and overlaps, and inform future programming, partnership, resource mobilization and resource allocation decisions.

Specific objectives include:

Identify all actors supporting NPA-VAWC II implementation at National and sub-national level.

Map ongoing and planned interventions across the eight thematic areas of NPA-VAWC II in four(4) sample regions, looking at geographical coverage, target groups, implementation period, funding source and delivery modality

Analyze the types of support provided (Coordination, Capacity Building, or Direct Support for programming in thematic areas to identify gaps, overlaps and areas of coordination

Identify opportunities for coordination, joint programming or complementarity among actors supporting NPA-VAWC II implementation

Develop a tool for partner mapping that can be updated regularly.

Provide practical recommendations for future DPG-GE strategic planning as well as government implementation of the NPA-VAWC II.

Inception Report: Detailed methodology, work plan, and data collection tools aligned to the thematic areas.

Draft Mapping Report: Findings structured by thematic area, including partner matrix and preliminary maps.

Validation Workshop : Presentation of findings to DPG-GE members for input.

The consultant will be required to perform the following tasks:

Map support across the eight thematic areas of the NPA-VAWC II

A. National Thematic Mapping

The consultant will map ongoing and planned interventions and funding for each of the following pillars:

Household Economic Strengthening: Support for economic empowerment programs and livelihood initiatives.

Norms and Values: Campaigns, community mobilization, and engagement of traditional/religious leaders to address harmful norms.

Safe Environments in Public and Digital Spaces: Interventions making physical and online spaces safe for women and children.

Parenting, Family Support and Relationships: Programs promoting nonviolent discipline and positive parenting.

Implementation and Enforcement of Laws: Support for legislative reform and legal framework implementation.

Response and Support Services: Provision of services including one-stop centers, police desks, and social welfare support.

Safe Schools and Life Skills: Violence prevention in

Education

• Coordination, Monitoring, and Evaluation: Support for national/local coordination structures and data systems.
• B. Sub-national Granular Mapping (Sample Regions) - to be selected in consultation with the NPA-VAWC II Secretariat
• In the four selected regions, the consultant will map the implementation of the above pillars, specifically focusing on:
• Coordination Mechanisms: Support to Regional and District Protection Committees.
• Capacity Building for Duty Bearers: Training and equipment provided to Police Gender Desks, Social Welfare Officers, Healthcare workers, and the Judiciary.
• Support to Rights Holders: Direct services for survivors (shelters, legal aid, economic empowerment) and community-level prevention programs.
• C. Financial and Temporal Analysis
• Capture budget allocations (where transparently available) and project durations to identify upcoming funding gaps or sustainability risks.
• Deliverables/outputs
• The consultant will submit the following key deliverables during the assignment:
• Final Report & Database : Comprehensive report plus a searchable 'Partner Matrix' (Excel/PowerBI).
• Duration and working schedule:
• The assignment is expected to take thirty (30) working days over three months (September - November).
• Place where services are to be delivered:
• This home-based assignment will involve travel to four (4) selected sample regions for validation exercises.
• Delivery dates and how work will be delivered (e.g. electronic, hard copy etc.)
• Electronic copy of the reports and the searchable 'Partner Matrix' (Excel/PowerBI) to be submitted to UNFPA.
• The consultant will be paid in two phases as follows:
• 40% of fees will be paid upon approval of the inception report.
• 60% upon submission of the final report.
• Monitoring, progress and quality control, including reporting requirements, periodicity format and

• The consultant must submit a detailed inception report with the proposed methodology and tools in Week 1. The draft mapping report is due in Week 3, validation in Week 4, and final report and database in Week 4.
