ToR for Individual Consultancy Services for the Mural Painting Under the Ramani Zetu, Sauti Zetu Project in Dar es Salaam Consultancy Tanzania July 15, 2026 Consultancy Job Overview ToR for Individual Consultancy Services for the Mural Painting Under the Ramani Zetu, Sauti Zetu Project in Dar es Salaam Terms of Reference (ToR) for Individual Consultancy Services for the Mural Painting Under the Ramani Zetu, Sauti Zetu Project in Dar es Salaam, Background OpenMap Development Tanzania (OMDTZ) is implementing the Ramani Zetu, Sauti Zetu: Integrating Local Knowledge, Technology, and Citizen Science for Flood Resilience project, funded by the Zayed Sustainability Prize (ZSP) under the Climate Action category. The project is implemented from 2025 to 2027 in the Dar es Salaam, Pwani, and Morogoro regions, targeting flood-prone and highly vulnerable urban and peri-urban communities. The project builds on the legacy of the Ramani Huria initiative and aims to strengthen community flood resilience through citizen science, geospatial technologies, early warning systems, community disaster preparedness plans, awareness campaigns, and strengthened collaboration with government and humanitarian actors. As part of the project activities, OMDTZ will conduct flood preparedness awareness activities in selected wards through the development of educational murals. The murals will provide visual messages on flood risks, preparedness actions, and community resilience, helping communities and students understand practical actions before, during, and after flooding. To ensure effective implementation, quality delivery, and impactful outcomes of the project, OpenMap Development Tanzania (OMDTZ) seeks to engage a qualified mural artist to paint flood preparedness awareness murals in selected wards of Dar es Salaam. The assignment will focus on transforming approved mural concepts into clear, engaging, and community-friendly visual messages that promote flood preparedness among students and communities. The murals will support awareness of actions to take before, during, and after flooding, while strengthening the connection between school-based learning, community engagement, and local flood resilience efforts. The work will align with the project principles of impact, inclusivity, innovation, and sustainability. Objective of the Consultancy The objective of this assignment is to engage a qualified mural artist to paint flood preparedness awareness murals in five selected wards under the Ramani Zetu, Sauti Zetu project. The selected artist will ensure that the murals are visually appealing, accurate, and suitable for community awareness purposes while following the approved concepts provided by OMDTZ. Objectives of the Assignment Develop and paint educational murals that communicate clear and practical flood preparedness messages to students and communities. Transform approved mural concepts into engaging visual materials that promote understanding of actions before, during, and after flooding. Create community-focused artwork that supports learning on flood risks, safety measures, environmental protection, and early action. Deliver high-quality mural artwork that supports the goals of the Ramani Zetu, Sauti Zetu project and promotes community flood resilience. Scope of Work Painting murals in five selected locations within the identified wards ( Each ward will have its unique mural due to the different ward boundaries) Transferring the approved mural designs onto the assigned walls. Making minor improvements to the provided designs where necessary while maintaining the original concept and messages. Ensuring the final artwork is clear, attractive, and suitable for public awareness. Coordinating with OMDTZ and local ward representatives during implementation. Wall preparation before the painting, which will include filling some holes in some locations and basic preparation. Completing all mural paintings within the agreed timeframe. The estimated mural size for each location Width: 6.2 metres Height: 2 metres Project Locations The mural painting will take place in the following wards: Mabibo Ward- Kawawa Primary School wall Makurumla Ward- At Mianzini Primary School wall Keko Ward- At Mwanga Primary School wall Tabata Ward-At Tabata Jica Primary School wall Ubungo Ward- At Msewe Primary School wall The mural concepts have already been developed by the project team in collaboration with local ward leaders. The selected mural artist will be responsible for transferring the designs onto identified walls and making minor improvements where necessary while maintaining the key messages and project objectives. The estimate i s 3-4 days per mural . The selected artist will develop a work schedule in coordination with OMDTZ to ensure timely completion of all five murals. Materials and Equipment The selected artist will be responsible for providing all painting materials and equipment required for the assignment. This includes: Paints, brushes, painting tools, and Other necessary materials required to complete the murals.OMDTZ will only provide the approved mural concepts and project coordination support. Experience

Interested applicants should have: Proven

in mural painting or large-scale artwork. Previous

in community, educational, or public awareness murals is an added advantage. Ability to interpret and improve provided designs while maintaining key messages. ● Ability to complete work within the agreed timeline. Good communication skills and ability to work with project teams and community representatives. Team player who is ready to work; adjustments will occur during work implementation. Important Notes The selected artist must maintain the flood preparedness messages and approved project concepts. Any major changes to the mural design must receive approval from OMDTZ before implementation. The artist is expected to work closely with ward leaders and OMDTZ representatives during the painting process. The completed murals will remain as long-term community awareness materials under the Ramani Zetu, Sauti Zetu project.
