Promote systematic use of Government of Tanzania HMIS/DHIS2 and other approved national information systems for technical decision-making, while ensuring FCI technical monitoring complements and strengthens existing national systems rather than creating parallel mechanisms.

Lead the identification, documentation and dissemination of technical learning, innovations, promising practices and implementation lessons, including cross-hub learning, peer exchange and contribution to Government, consortium and global FCI learning.

Ensure programme evidence and learning inform technical strategy, quality improvement, institutionalisation and scale-up, including recommendations to Government and faith-based health systems on effective approaches that can be sustained beyond the project.

End Results

FCI Tanzania routinely uses credible programme and national health-system data to drive technical decisions and continuous improvement. Performance gaps and emerging service-delivery challenges are identified early and addressed through timely adaptive actions, while evidence, innovations and lessons learned are systematically documented and used to strengthen technical quality, inform Government and partner decision-making, and support institutionalisation and scale-up of effective approaches.

Technical Quality, Capacity, and Learning (15%)

Regularly monitor technical quality and programme implementation against agreed standards, targets and milestones, and lead corrective actions and continuous quality improvement across hubs, spokes and community platforms.

Establish and oversee a Tanzania FCI technical quality-assurance framework, including supportive supervision, mentorship, technical reviews and facility/community quality assessments.

Ensure referral quality is measured beyond the number of referrals generated, with attention to referral completion, receipt of services, counter-referral, continuity of care and client outcomes.

Build the technical capacity of FCI country staff, faith-based health facilities, consortium partners and other local implementing organizations through structured training, mentorship, supportive supervision and coaching.

Strengthen the institutional capacity of participating FBO health systems to sustainably provide quality integrated health services and function as strong partners within Tanzania’s national health system.

Provide technical guidance on community and faith engagement approaches that address treatment literacy, stigma, harmful gender norms, health-seeking behaviours, male engagement and barriers facing adolescents and youth.

Promote meaningful involvement of faith leaders, community leaders, CHWs and other community structures in demand creation, service linkage and health accountability while maintaining appropriate clinical and technical standards.

Work closely with the MEL Manager to use routine programme data, dashboards, referral data and service-delivery information to identify performance gaps and drive CQI.

Support alignment of technical monitoring with Tanzania’s national HMIS/DHIS2 and other approved national or disease-specific information systems.

Contribute to documentation of Tanzania FCI innovations, evidence, lessons learned and promising practices for Government, consortium and global FCI learning.

Promote cross-hub learning, peer mentorship and South-to-South learning with other FCI countries.

Team and Work Planning (15%)

Manage and provide technical supervision to in-country technical personnel in accordance with the approved FCI Tanzania staffing structure.

Depending on final scope and budget, technical personnel may include specialists or leads for integrated service/health systems, community and faith engagement, frontline workforce strengthening and regional/zone coordination.

Establish clear technical performance expectations and ensure regular coaching, mentoring and professional development of technical staff.

Coordinate technical planning across WVT, consortium members, faith-based facilities and community implementing partners.

Provide technical inputs to annual work plans, budgets, geographic prioritization, partner scopes, procurement specifications and implementation schedules.

Work closely with the Country Project Director, Finance & Compliance Manager and MEL Manager to ensure technical plans are appropriately resourced, measurable and cost-effective.

Support technical review of partner work plans and performance and recommend corrective actions where technical standards or results are not being achieved.

Contribute to resource prioritization that maximizes investment in frontline health workers, health facilities and community service delivery in line with FCI’s efficiency principles.

Required Professional

Minimum 8–10 years of progressively responsible technical

Required Education, training, license, registration, and certification

Master’s degree required in Public Health, Medicine, Epidemiology, Health Systems Management, Global Health, Nursing, Community Health or another closely related clinical/public-health field.

A clinical qualification such as medicine, nursing or another recognized health-professional qualification is preferred.

Responsibilities

Technical Leadership and Local Adaptation

(20%)

Provide overall technical direction for FCI Tanzania in close coordination with the Chief of party and Global FCI Technical Director.

Translate the FCI global technical strategy, service-delivery standards, tools and protocols into a Tanzania-specific technical implementation framework aligned with national policies, standards and service-delivery structures.

Implement in-country technical strategy, standards, tools, protocols, and integrated service package designed at the global level, adapting them to the national context and guidelines.

Oversee technical planning, implementation, and coordination of all technical program activities delivered through a network of government facilities, Christian Health Associations (CHAs) , and other faith-based organizations (FBOs) health facilities, delivering HIV, TB, malaria, maternal and child health, and nutrition services.

Ensure the country program is technically sound and in line with both FCI global technical policies and strategies and Ministry of Health policies, strategies, and guidelines, and responds to donor requirements, while promoting effective integration between government and faith-based service delivery systems.

Provide technical leadership to ensure high-quality service delivery across government, CHA, and other faith-based organizations (FBOs) health facilities, strengthening referral systems, continuity of care, and service quality throughout the network.

Provide technical leadership for implementation and continuous strengthening of the FCI integrated hub-and-spoke service-delivery model, ensuring effective linkages between government facilities, faith-based health facilities and community platforms.

Ensure effective integration of priority services including HIV, TB, malaria, RMNCAH, nutrition and community health—based on Tanzania’s disease burden, population needs, service gaps and national priorities.

Strengthen referral and counter-referral systems between community platforms, spoke facilities and hub facilities, ensuring referral completion, continuity of care, appropriate follow-up and re-engagement of clients who interrupt care.

Work with MoH, PO-RALG, RHMTs and CHMTs to ensure FCI-supported service-delivery approaches are embedded within existing national and sub-national health systems, rather than creating parallel structures.

Strengthen community–facility linkages by ensuring effective coordination among CHWs, faith and community leaders, health facilities and other community structures for demand creation, treatment literacy, referral, follow-up and continuity of care.

Provide technical oversight for strengthening the frontline health workforce, including competency-based training, mentorship, supportive supervision, task optimisation and identification of critical workforce capacity gaps.

Strengthen facility and community-level supportive supervision and continuous quality improvement (CQI) mechanisms, ensuring performance gaps are systematically identified, analysed and addressed.

Promote effective integration and coordination between government and faith-based health systems, including service delivery, referral networks, workforce development, supervision, laboratories/diagnostics, supply-chain systems and health information systems.

Work closely with the MEL Manager to ensure service-delivery performance—including referral completion, continuity of care, service integration and quality—is routinely measured and used for decision-making.

Identify and promote effective service-delivery models and promising practices for institutionalisation, replication and scale-up through government and faith-based health systems.

Provide technical leadership to ensure that FCI-supported service-delivery systems, workforce capacities, referral mechanisms, supervision and quality-improvement functions are progressively institutionalised within Government, FBO and locally owned systems for sustainability.

Government and Stakeholder Technical Relationships (15%)

In coordination with the Country Project Director / Manager and U.S. Embassy/GHSD engagement arrangements, work closely with the Ministry of Health, PO-RALG and relevant national health programmes to ensure implementation aligns with national policies, standards and guidelines.

Maintain strong technical relationships with relevant national programmes, including HIV/AIDS programme structures, the National Tuberculosis and Leprosy Programme, malaria programme structures, RMNCAH, nutrition, community health, health promotion and health-information functions, as appropriate to the final FCI scope.

Engage RHMTs, CHMTs and Local Government Authorities to ensure hub-and-spoke implementation is integrated into existing sub-national supervision, referral, quality-improvement and health-system arrangements.

Represent FCI Tanzania in relevant national and sub-national Technical Working Groups, technical meetings, quality-improvement forums and implementing-partner coordination mechanisms.

Maintain strong technical partnerships with faith-based health providers, other faith-health networks and community health organizations.

Coordinate technically with existing CDC/PEPFAR, DoD/PEPFAR, Global Fund and other health implementing partners, mapping existing investments and identifying areas for complementarity.

Promote technical collaboration between Government and faith-based health systems in referral services, workforce development, supportive supervision, laboratories and diagnostics, supply-chain coordination, health information and quality improvement.

Support consortium and local partners working at the community level to establish effective community–facility linkages, treatment follow-up, treatment literacy, adherence and re-engagement in care.

Strong technical partnerships and coordination mechanisms are maintained with MoH, PO-RALG, national health programmes, RHMTs/CHMTs, CHA/FBO networks, consortium partners and other health implementing partners.
