Amref Health Africa – Tanzania collaborates with and receives guidance from the Tanzania Ministry of Health, Community Development, Gender, Elderly, and Children, the Zanzibar Ministry of Health, and the President’s Office, Regional Authority, and Local Government (PORALG). Amref Health Africa -Tanzania has the following vacancies and invites suitable applicants for the following positions to be filled: Job Description The Project Officer will support the effective implementation of the Afya Himilivu Project by coordinating field activities, providing technical assistance, strengthening stakeholder engagement, monitoring project performance, and ensuring timely reporting of project results. The position will work closely with Regional and Council Health Management Teams (RHMTs and CHMTs), health facilities, Community Health Workers (CHWs), community structures, and other stakeholders to improve access to quality health, nutrition, and climate-resilient health services. The Project Officer will ensure that project interventions are implemented according to approved work plans, donor requirements, national guidelines, and organizational standards while contributing to improved women’s and children’s health outcomes and strengthened community climate change resilience. DUTIES AND KEY RESPONSIBILITIES: 1. Project Implementation and Coordination Coordinate day-to-day implementation of project activities in assigned districts and regions. Work with the Project Manager in packaging evidence generated alongside the identified project strategic components for the project Organize and coordinate trainings, workshops, review meetings, supportive supervision visits, and community-based and outreach activities. Follow up on implementation of agreed action points from technical meetings and supervision visits. Ensure project activities are implemented according to approved plans, timelines, and quality standards. Support integration of project interventions within existing government systems and structures. 2. Technical Support Provide technical assistance to health workers, CHWs, and community-based structures on project interventions. Support implementation of Maternal, Newborn, Child and Adolescent Health (MNCAH), Nutrition, Sexual and Reproductive Health (SRH), Community Health, and Climate-Resilient and Climate Smart Health System interventions as well as community event-based surveillance interventions. Facilitate dissemination and application of national guidelines, standards, and protocols. Support implementation of quality improvement initiatives at facility and community levels. Participate in supportive supervision, mentorship, and coaching activities to strengthen service delivery. 3. Stakeholder Engagement and Collaboration Maintain effective working relationships with government authorities, implementing partners, and community stakeholders. Participate in district, regional, and community-level coordination meetings. Support engagement of local leaders, youth groups, women’s groups, and community structures in project activities. Promote government ownership and sustainability of project interventions. Facilitate communication and information sharing among project stakeholders. 4. Monitoring, Evaluation, Learning and Reporting Support routine collection, verification, and compilation of project data. Ensure timely compilation of project reports from all components and liaise with M&E officer at country office to ensure prompt data is filled in Amref Health Africa Information system (AIMS) submitted to the project manager on monthly bases. Track implementation progress against project targets and indicators. Conduct routine monitoring visits and provide feedback to implementing teams. Assist in data quality assessments and validation exercises. Prepare activity reports, monthly updates and document project success stories, case studies, best practices, lessons learned, and other project documentation. Support utilization of project data for planning, decision-making, and performance improvement. 5. Financial and Administrative Support Support preparation of activity budgets and logistical arrangements for project implementation. Ensure activity expenditures comply with approved budgets and organizational procedures. Prepare and submit activity documentation, participant lists, attendance records, and supporting reports. Coordinate logistical requirements and preparations for meetings, trainings, and field activities. 6. Documentation and Knowledge Management Document project achievements, innovations, best practices, and lessons learned and share in the knowledge management portal, but also disseminate widely. Support development of abstracts with case studies, success stories, presentations, and communication materials for sharing in national and regional forums. Maintain accurate project records and filing systems. Contribute to preparation of donor reports and project performance updates. In liaison with the Project Manager and other technical staff in Amref Health Africa, actively participate in programme development and proposal writing consistent with Amref Health Africa strategic approaches. 7. Accountability Supervision: Ensures link between district, region and Amref for the effective implementation of the project. Decision Making: Ensures sound decisions that promote cooperation with councils, accountability and effective and efficient reporting. Responsibility over data or Information: Coordination of all data and information of the project from the field for sharing with the project manager. Qualifications At least 7 years of experience in community health systems strengthening and community development, working in a mission-driven organization. Bachelor’s Degree in Public Health, Environmental Health, Nursing, Medicine, Nutrition, Social Sciences, Community Development, or a related field. A Master’s Degree in Public Health or a related field will be an added advantage. Experience working with Local government authorities, government institutions, accreditation bodies, or workforce regulatory frameworks is highly desirable; Strong knowledge of Tanzania’s health system, national health policies, guidelines, and strategies. Demonstrated experience in implementing Maternal, Newborn, Child and Adolescent Health (MNCAH), Nutrition, Sexual and Reproductive Health (SRH), Community Health, and health systems strengthening programme. Experience working with Regional Health Management Teams (RHMTs), Council Health Management Teams (CHMTs), health facilities, Community Health Workers (CHWs), and community structures. Proven experience in coordinating trainings, supportive supervision, mentorship, outreach services, and community engagement activities. Experience in project planning, implementation, monitoring, reporting, and documentation. Experience in data collection, verification, analysis, data quality assurance, and use of health information systems. Demonstrated experience in stakeholder engagement, partnership building, and coordination with government institutions, development partners, and local communities. KNOWLEDGE, SKILLS AND COMPETENCIES Strong knowledge of Tanzania’s health system, national health policies, guidelines, and strategies. Sound understanding of MNCAH, Nutrition, SRH, Community Health, disease surveillance, and health systems strengthening approaches. Knowledge of monitoring, evaluation, learning, and performance management frameworks. Understanding of donor compliance requirements and results-based project management. Knowledge of climate change adaptation, climate-resilient health systems, and community resilience approaches is an added advantage. Strong project planning, coordination, implementation, and organizational skills. Excellent stakeholder engagement, networking, advocacy, and partnership management skills. Strong facilitation, mentorship, coaching, and capacity-building skills. Excellent analytical, problem-solving, and decision-making abilities. Strong report writing, documentation, presentation, and communication skills. Excellent interpersonal skills with the ability to work effectively in multidisciplinary and multicultural teams. Strong monitoring, data analysis, and data interpretation skills with attention to quality and accuracy. Ability to work independently, prioritize competing tasks, and meet tight deadlines. High level of integrity, accountability, professionalism, and commitment to quality service delivery. Excellent written and verbal communication skills in English and Kiswahili.
